Šta je SAM.gov i zašto vam je važan?

SAM.gov (System for Award Management) je službeni besplatni sistem američke vlade, neophodan za dobijanje grantova, pomoći i donacija od američkih donatora ili institucija. Bez aktivne registracije u SAM.gov, ne možete aplicirati za federalne grantove, donacije ili druge fondove iz SAD‑a.

Koraci registracije u SAM.gov – vodič kroz proces

1. Kreiranje Login.gov naloga

Za početak registracije u SAM.gov, prvo je potrebno kreirati Login.gov račun uz potvrdu putem e‑maila i dvofaktornu autentifikaciju.

2. Priprema informacija i dokumenata

Važno je imati spremno sljedeće:

• Precizan matični naziv organizacije i fizičku adresu (bez PO Box‑a ili virtualnih adresa) – mora se poklapati sa zvaničnim dokumentima.

• Taxpayer Identification Number (TIN) ili EIN, ako vaša organizacija plaća poreze u SAD‑u (ako ne – često nije potreban).

• Bankovne informacije (EFT) – routing number, broj računa, tip računa, te e‑mail/fax kontakt banke u SAD‑u (potrebno za američki EFT).

• NAICS kodove – najmanje jedan primarni NAICS kod koji opisuje vašu djelatnost (npr. edukacija, IT usluge, nevladin sektor).

• CAGE ili NCAGE kod:

  • Ako ste iz SAD‑a – CAGE kod će vam automatski biti dodijeljen tokom validacije.

  • Ako ste van SAD‑a – potrebno je prethodno zatražiti NCAGE kod preko nadležne NATO ili nacionalne codification biroa.

• Podaci o kontakt tačkama (POC): E‑Business POC, Government Business POC, Accounts Receivable POC, s američkim ili međunarodnim telefonima/faxom, ovisno o tipu entiteta.

3. Izbor vrste registracije

Imate sljedeće opcije:

• Samo „Financial Assistance Awards“ – za slučaj da planirate samo grantove ili donacije.

• „All Awards“ – ako želite konkurisati i za javne nabavke i za grantove.

• Samo UEI (Unique Entity ID) – bez potpune registracije, što nije dovoljno za apliciranje.

4. Tok registracije u SAM.gov

Nakon što se prijavite putem Login.gov, kliknite na „Register Entity“ i slijedite faze: Entity Validation → UEI dodjela → Core Data → Assertions i Representations (FAR/DFARS) → POC. Proces registracije obično traje do deset radnih dana.

5. Nakon podnošenja – praćenje statusa

• Provjerite status u SAM.gov Entitetskom radnom prostoru (Entity Workspace) unosom vašeg UEI ili CAGE koda.

• Ako se pojave zahtjevi za dodatnim dokumentima – odgovorite na njih pravovremeno.

• Registraciju je potrebno obnavljati svake godine, najmanje 45 dana prije isteka, kako ne biste izgubili pristup grantovima ili nabavkama.

• Registracija je besplatna. Nemojte nasjesti firmama koje naplaćuju ovu uslugu – sve zvanične funkcionalnosti SAM.gov i Login.gov su besplatne.

• Pazite da naziv organizacije i EIN budu tačno identični onima u IRS evidenciji – čak i mala odstupanja poput tačke, zareza ili velike/male razlike u slovima mogu uzrokovati odbijanje.

• Fizička adresa mora biti stvarna i dokaziva. Virtualni uredi ili poštanski pretinci se ne prihvataju.

• Ako ste međunarodna organizacija, registrujete se kao Foreign entity i morate pribaviti NCAGE kod (osim ako aplicirate samo za grantove, ne za DOD).
